The Government Accountability Office declared Monday that the Environmental Protection Agency violated the law by spending more than $43,000 on a soundproof booth for Administrator Scott Pruittā€™s office.

He could get a vintage Cone of Silence for half that price on the CONTROL website.

Pruitt should have held his planning discussions for this secret soundproof booth in some sort of secret soundproof room, so no one else would find out about it.

My inner civil servant went a bit nuts when I read this one. In government-world an ADA violation is a very big deal. Two points about this. First, whoever signs-off on an expenditure that violates ADA is usually in big trouble. If it was a civil service employee, their career is in jeapardy. Second, any argument about the supposed necessity of the ā€œcone of silenceā€ is irrelevant ā€” the expenditure has to be authorized by Congress (either in the original appropriation or subsequently) before you can obligate the money, regardless of how necessary you think the purchase is. When it comes to appropriations, Congress has made a system where you must ask for permission because there is no forgiveness.

A spokesperson for the agency told the paper that it would serve as a SCIF ā€” a Sensitive Compartmented Information Facility ā€” and that such secure rooms were ā€œsomething which a number, if not all, Cabinet offices have and EPA needs to have updated.ā€

I might actually believe this lame excuse if I had heard it spoken out loud and the ā€œnumberā€ was pronounced with a silent ā€œb,ā€ as in ā€œnumbskull.ā€
