Louisiana has a lot of seats in its state house relevant to its population. As anyone from NH will tell you, that’s a recipe for some real cranks to wind up as legislators.
That said, it also means that campaigns and incumbency have traditionally been not that expensive to put forward.

I can imagine levying a fine on any business offering goods or services to the public that refuses some customers based on race, religion, gender or sexual orientation among other things.

Yes, and she should expect it. If she holds the hall out as open to the public for whatever, then she doesn’t get to discriminate on the basis of religious beliefs.
He’s stupid. What he’s suggesting would require that customers would need to consult the religious preferences of an owner before attempting to do business. It imposes a sort of religious apartheid.
