Harris’s team keeps claiming he should be seated because there isn’t “public” evidence that the irregularities “changed the outcome” of the election, as if that were the only basis on which the Board could order a new election.

In fact, it is sufficient under North Carolina law to show that:

“Irregularities or improprieties occurred to such an extent that they taint the results of the entire election and cast doubt on its fairness.”

NC Gen Stat Ann § 163A-1181(a)(4) (2017). Of course, the Harris team is deliberately ignoring this part of the law.
