McConnell is evil. If GOP base thinks the Republicans can get things done-and keeps them in the majority, then I wouldn’t be at all surprised. The uneducated base doesn’t remember why the demo changed the rules for judges. All they know now long is Republicans win.

Historically, the filibuster norm can be, and in fact has been, a convenience and useful tool even to the party that controls the Senate’s agenda.

I am absolutely sure that had the Republican party succeeded in keeping control of the House - the House being the only USG that can initiate budget legislation (Whenever the executive branch or the Senate offers up a draft budget or bill, under the Constitution that has no more significance than a suggestion UNLESS and UNTIL the House passes a bill that effectively adopts it.).

But with the Democratic party having taken the House, McConnell and the Republican caucus in the Senate necessarily would have to factor in a huge battle with the Pelosi led House for anything it wants done over the next year or so until Congress effectively goes to sleep during the next presidential election cycle, while also accounting for the possibility of Trump continuing to melt as a viable incumbent nominee for 2020.

So the citing of the 60 vote requirement rule on ordinary budget items is really a reflection of the establishment GOP, as expressed by the will of Senate Republican caucus, of an assessment - or, at least (and probably more accurately) the absence of a clear consensus as to Toad’s capacity as an asset in maintaining control of the Senate out of the 2020 election.

Will this hurt the GOP brand with the Trump base? Of course it will. Will it hurt the chances of SOME of the limited number of Republican Senators who will be seeking re-election in 2020? Maybe, but if so, not many: those most vulnerable have already left. So the DEFAULT CONSENSUS of the McConnell-led Senate Republican caucus is that they stand a BETTER chance of keeping the Senate by not coming across to their various state electorates as Trumpalos.

Each of us of course is entitled to our own view on the soundness of that calculation, but none of us is in the position of the Republican Senators directly affected by it.

It goes without saying that at least one factor that would be of importance to at least some of those Republican Senators is a sense of whether Trump can escape a POPULAR impeachment.

Meh. If the Dems win a Majority in the Senate in 2020, watch the last of the filibusters get stripped during the lame duck session.

These short-timers are always so brave. I got an idea! Just for grins, can we hear from politicians whose opinions matter once in awhile?
