He is trying hard to cement the white racist community for his next book tour.
Are his statistics current? I understand murder rates are down all over the place. About the only category on the rise is white police officers shooting black teenagers.
A casual look at the FBI statistics indicate that he is probably right on the numbers. The population is about 20% black, but blacks account for about 55% of the murder victims and offenders. Whites account for nearly all of the rest.
That leads to a lot of questions that require real study. For example, do blacks living in predominantly white communities have the same disparity or do their rates mirror the white communities where they live?
The statistics indicate something even more interesting than race. The majority of all murders involve young men as both offenders and victims. That happens across the board regardless of race, but numbers aren’t as pronounced among whites as they are among blacks. Among blacks murder is a crime of youth. Among whites young people murder but so do older people.
The most important statistic is the total murder rate is in rapid decline. I wouldn’t know that watching the evening news.
Lots of things to study, Giuliani is just pandering to his racist base.

Yes, Rudy Giuliani, that great American who became a national hero because he decided to stay in New York City and do his required job as an elected official on the day the towers fell in 2001 instead of going off to a Connecticut bed and breakfast so he could fuck his mistress.

Rudy, Rudy, Rudy, (shakes head)…if you’d been discriminated against, treated as a second class person your whole life HOW WOULD YOU REACT? I think its incumbent on white folks to treat folks of color with respect. All of us are human beings. We should all expect at least some respect from our fellow humans. I guess Rudy (noun, verb, 9/11) missed that part. If we all treated each other with at least a modicum of dignity then I bet’cha we’d be seeing far fewer incidents like what has happened in Ferguson. Giuliani shouldn’t be placing blame on the black community for decades of racial injustice.

But I’m sure he will get a heaping helping of wingnut welfare.

I am not a statistician, but I’m not sure what kind of result you get by conflating victims and offenders with regard to race.
I don’t see how a percentage from that is in any way meaningful.

And, of course, serial killers and mass murders are most frequently white men (90%? higher?).
So, that indicates to me where we should really be focusing our Law Enforcement resources.

Guiliani’s successor as NY mayor, Bloomberg, also has blood on his hands. There were several incidents of police shootings and killings of young black men, most notoriously Sean Bell who was to be married the next day and was out for the evening with his friends enjoying a bachelor party but instead was killed by 50 bullets. Bell’s fiancee is not surprised at what happened in Ferguson.

If a person suffering from certain forms of mental illness in which the damage is turned into oneself (rather than outward) were to say something to the general public, there would be some sympathetic reaction.
For example, a painfully shy person being coaxed to make a public utterance (in which self-depreciation would be a hallmark) would usually evoke actions to ease the person’s pain or to make some sort of effort to understand.
Rudy Giuliani, in his statements to his “Base”, is making remarks designed to target, animate and satisfy people who are also in the grips of a certain type of mental illness:
