There’s something about that I’m just not grasping. Do they mean he took a multiple-use vial, presumably less costly, and split it into single use vials and charged more that way? How does one even split a single use vial into multiple use vials (plural)?

What is is it with opthalmologists? First Rand Paul, now this?? Thank goodness the man I see is not involved in politics.
