Pretty sure Colbert meant it although the delivery was at the end of an entire sort of jokeish stab at Trumpty.
He didn’t say or call Trounce a womanizing pig fucker or limp-dicked peon. He just called him a cock holster, which is a funny description of a man so ingrained and indebted to Putin that he has to allow Pootie to park his Pennie in Trounce’s mouth in between using it to dick over his own nation and attempts to fuck the rest of us.
I believe they draw the line at, Tiny Cock Socket, Fuckface and Dick Garage.
I actually thought it was an insult rather than a joke, and that the gist of the insult–that Trump has assumed such a submissive, toadying role viv-a-vis Putin that there was no point in ever expecting better, was so self-evident that the suggestion that this was about sexuality, or homosexuality, misses the point.
In that context, the shock value of Colbert’s words probably got in the way of his larger point-but mostly for people who wanted to avoid his larger point in the first place.

Why would a (small) fine be appropriate for NOT violating FCC rules?
It’s debatable whether it was an FCC violation.
Only by those who don’t understand the FCC rules. In no way can “Vladimir Putin’s bleep holster” be considered obscene under FCC rules, and even if the word “cock” had been broadcast it was after 10pm, so FCC rules regulating indecent or profane content do not apply.
A boycott only works if your group actually uses or has influence over people who use the product.
The whole fire Colbert movement started from fringe right movements since they’re been trying to game the system to silence people who they brand as the enemy. It doesn’t help that the media made this look like a bipartisan issue when the only people on the left who got offended by it are just as insane as the people on the right.
But seriously, if you use a FoIA request like Poltiico did and look at the complaints themselves, they’re all just from the fringe right who crying like babies that Colbert is not only tearing Trump apart, he road it to being the top Late Night program.
