Does she mean “jarring” as in “disconcerting” or “jarring” as in “I’m going to can 32 quarts of garlic bread-and-butter pickles to put away in the pantry for winter.”? After all, she is a Republican strategist.

I think I read an article, maybe in Huffpost abut Rudy’s history and I think he’s always been a loose cannon that only really got popular briefly due to being mayor of NYC during 9/11. Other than that he never really done anything that great.
