Somebody in the office has a severe mental health problem. Could be anything from schizophrenia to an extreme anger management problem to a serious personality disorder. A sternly worded memo is, well, dumb and futile.

I think Nicoletti should be considering that the guy pooping in the halls at EPA probably has LOTS of seething workplace issues that are close to erupting into violence.

either they have a bunch of 3 year-olds working in that office, or someone(s) with serious mental issues. either way, it’s a problem.

I understand that burglars who break and enter often leave their ‘calling card’ in the middle of the dining table. There is severe disorder here that needs to be addressed.

Reminds me a little of the story my old man always told us about when he was in the Navy about “The Mad Crapper Strike’s Again!” incidences, which were a long-time running “joke” multiple ships he served on throughout his career.
