My experience of having grown up in a non-democratic country is that elections are held, religiously, but only the problem is that the party in power candidates always win (they did let opposition win a mayoral election here and there, and a handful seats in congress) . The problem they had after a while was that people didn’t care anymore, and they had to come up with all kinds of schemes to encourage voters to vote and subsidize opposition parties to field candidates.
