Actually, the poll claims a 95% confidence level, which is pretty much correct. You are correct that the MoE reflects the confidence level for a given sample size. In general, MoE = zα/2/(2√n) where α = 1 - confidence level and z is a value that depends on the nature of the sample and has to be looked up in a table. However, for a sufficiently random sample of a sufficiently large population, it turns out that for a 95% confidence level (the most commonly used in polls) the value of z is 1.96. Thus for a poll of a representative sample of a large population,the MoE is 1.96/(2√n). For all practical purposes this means that in such a case MoE ≈ 1/√n. For a sample size of 600 and 95% confidence level, MoE is approximately 0,04082 or 4.1% and is exactly equal to 0,04001 or 4.0%.
Otherwise, your point is entirely correct and the original poster is misinterpreting the significance of MoE.
