I might be wrong here, but I think that prior vote to proceed meant it had to go the floor for a vote. McCain did support that and then voted no on the bill itself. Could be McCain giving McConnell a really big F.U. Or not…hard to tell.

Trump cannot grasp the big picture, let alone the details of the small picture. He is scattershot, ineffective, and divisive. That adds up to being a failure as President.
Or that Trump couldnt be bothered to master the details of the various bills, so Pence had to. Remember when the Trump camp was saying he was going to be the CEO and the Vice President was actually going to run the day to day? Meaning that Trump hasnt the brains or attention span (or stamina) to master the details of policy and persuade people to vote for his agenda.
