Since there has been no PR on his “generosity”, I would guess it is still in the works. As a matter of fact, I seem to recall that, shortly after his announcement, somebody wrote an article claiming the donations would be made “later in the year” after “an analysis of who needed the money most” was completed. Or something like that. Goal was most probably to hope it would go away and he could hang onto his bucks.

You really don’t have to know much about Mueller to know what he’s all about. If that face doesn’t say “I am not to be fucked with” I don’t know what does haha. No wonder they’re so nervous.
Manafort has already flipped on Junior. The pressure on Manafort has increased dramatically since then. Neither of them, or anyone else involved, has a iron clad guarantee that they will receive a pardon, not the least because Trump’s power to pardon co-conspirators IS going to be questioned in Court, and nobody knows how that will pan out.
There is also a timing issue involved with pardons. Lets say Mueller charges Flynn with conspiracy to commit Obstruction (purely hypothetical) and Trump pardons him immediately. That means that Flynn will be compelled to testify against his co-conspirators, he no longer has 5th Amendment protections.
Which is one the big flaws in the “Trump will just pardon everyone” theory. The core concept behind that is Trump can entice people to stay quiet with the offer of a pardon. But instead, the exact opposite happens. A pardon gives Mueller the power to compel people to testify.
So this gets us back to the timing issue. Trump needs to offer pardons early on in order to get people to shut up. But, to avoid the above traps, he needs to wait until everything is played out. And the political price of offering pardons to co-conspirators, assuming that the courts rule he can, which is a mighty big assumption IMO, becomes HUGE. Pardoning Manafort for tax fraud from 5 years ago? Meh. Pardoning Manafort for committing treason under direction of then candidate Trump? That’s a problem.
Pardons are a much stickier wicket than people seem to think.

If Flynn refused to testify in a Federal case wouldn’t resulting contempt charges be Federal charges, for which Trump could also pardon him?

You cannot possibly get to the bottom of all of these issues without a forensic audit of Trump’s assets, taxes, organizations and companies, here and overseas. Period.
That is not a settled question yet -= that Arpaio pardon is still an open question in the federal court in Az.
Big problem with that scenario, IMO, is if Trump is offering pardons to people so they will commit contempt, is Trump soliciting others to commit crimes. Which is in itself a crime. And he can’t pardon himself.
