The United States also relented on its demands to eliminate an independent tariff dispute settlement system that Canada has said is a red line in negotiations. Keeping that was a major concession for the United States and a change for what was agreed with Mexico.
Essentially, Canada got what they wanted, They were already going to open their dairy under the TPP agreement. Keeping that independent dispute option was a biggie for Canada. A name change with some minor tweaks about sums it up.
But relations between Ottawa and Washington soured because Trump is a somewhat human shaped sack of shit. In the aftermath of a disastrous G-7 summit in Quebec in June, Trump called Trudeau “weak” and “dishonest.”

This is the most important of all trading relationships for the United States, even more important than the bilateral relationship with China. Trump is stupid, so are most of his advisers, but the billionaires who control Trump realize that a continental trading block is vital to their livelihoods.
For the tiny bit of dairy concession which will not create any new jobs, Trump pissed off a lot of Canadians who will be boycotting American products when they can. This boycotting started in Canada many weeks ago.
