According to the official who spoke with the AP, “DO NOT CONGRATULATE” was written in all capital letters on Trump’s briefing papers.
Find the person who wrote that “DO NOT CONGRATULATE” and you will have found a very crafty leaker.

As this threat applies to every person there in many, many situations and for many, many reasons, can it be narrowed down even further?
If you actually watch the film of Trump and the Saudi Prince you see that Trump is really excited that he got to congratulate his beloved Vlad. It was actually quite disgusting. It was also informative. Putin has something on Trump and Trump feels very beholden to him. That this leak has caught his attention must mean Trump is catching on that you can’t be the President of the United States and second banana to the world bully at the same time. This is not going to end well for America.

Trump received criticism from several Republican lawmakers, including Sen. John McCain (R-AZ), for congratulating Putin on his election when it has been widely reported that the election was rigged in Putin’s favor.
Obama congratulated Putin, too, back in 2012, but at least he was insincere about it.

In my dreams, one of Trump’s buddies (as if he’s ever had a friend) is sitting in a room surrounded by FBI agents, with Mueller’s team listening in from the next suite.
It is a fireable offense and quite possibly illegal.

My initial thought was that Kelly leaked it and will use this ‘investigation’ to either get rid of someone that he doesn’t like, or to slow the Trump Train down and get him off his narcissist’s high as he is straying far from national security protocols. He’s exhibiting the same behavior he did during the Transition, being lured by Putin and other oligarchs, wealthy elites and dictators to disconnect from the bureaucracy and work angles in exchange for grift, or to just do what he feels like for PR purposes.
