So in the omission to the context of the question asked (Russian’s threats to the security of the old Satellite states) is he really saying “Of course we will act if anyone attacks any member - unless of course the attacker is Russia - that’s a whole different story.” How reassuring.
Before, when he didn’t say it, he actually didn’t need to say it because of course he supported it and everybody knows that it’s so obvious and you must be stupid for even asking, so why does he need to say it again?
