Even the latest thing, about him blackmailing the school, was an empty threat - he didn’t actually have the power to cut off their funding, and his allies have all abandoned him at this point. But it was still enough to get them to worry about it.

I always thought the Perot took votes from Bush theory was a bit facile. If Perot was not in the race a sizable portion of those “change” voters would have drifted to Clinton. Plus his wackiness, in and out of the race. His claim that the FBI was investigating his daughters wedding etc. put off a lot of voters.

I don’t know if he has the authority but he already has a record of refusing to release state funding.
