Somehow, I don’t think the problem is merely the cell phone and the makeup. This family has more problems than an 11 year-old with makeup.
And as for the driver and cab company:
The cab company probably saw the $1300 UP-FRONT and didn’t ask questions. I find it hard to think most 11 year olds can look 17, especially just with makeup.
How about this family seek counseling before the girl plans a cab ride to Alaska?

I’ve known some exceptionally well developed sixth graders in my time.
She’s got better sense than the adults around her … at least she didn’t call Uber
