The state of Florida will pay to run the facility and the federal government will reimburse Florida with FEMA funds that are typically used to house people displaced by natural disasters.
Sounds appropriate, since the Trump maladministration is, in fact, a natural disaster. I think of it as akin to a volcanic eruption that darkens the skies across the globe.

Dear Florida GOP,
I have been checking out your snappy Alligator Alcatraz line of merch. Way to own the libs, those humorless bleeding hearts are bound to be triggered by such a cheeky display of dehumanization and cruelty. But is Alcatraz really the appropriate metaphor? The occasional wrongly convicted individual notwithstanding, Alcatraz was a prison for criminals. ICE, on the other hand, is demonstrably rounding up individuals based on their ethnicity; if any of them are guilty of actual crimes, that’s a bonus.
What the facility resembles is not so much a prison, but a concentration camp. So, if I might make a suggestion, Alligator Auschwitz seems like a more accurate name. The branding wouldn’t lose any of its alliterative bite and, as an added bonus, your base might be able to understand and relate to it better seeing as so many more of them have family ties to the Holocaust than some defunct prison on the other side of the country.
