I mean the human race has an excellent reputation of surviving without law and regulations.
Check out Germany, prior to WWII, Russia, China, North Korea, all excellent examples.

You all realize that the civil service was a Republican good government idea. Tammany Hall and Boss Tweed were Democrats. The world has flipped upside down.
