By the nature of its mission, CPB and ICE are naturally going to be recruitment magnets for the worst kind of people unless a deliberate effort to screen them out is made, and no such effort was made. Bigots, power-trippers, sadists, and worse will are mixed in with the âI just needed a jobâ people and they are all going to be looking to the top for cues about where the boundaries are.
If there are rules about verifying the child actually belongs with the adults, these rules provide specifics as to how long the separation can remain in force, how the child is cared for, and how to reunite the child with its parents or relatives.
