As others have noted, there is almost certainly no plan and these people are so far behind the curve it’s hitting them in the ass.
The states and various institutions are taking the lead on this. John Hopkins data aggregation site is ArcGIS Dashboards and has tabs that allow you to drill down to district, county or city level where data are available.
