I’m almost certain that the actual cost of the not-a-war is way more than $29B and the military budgeteers hadn’t foreseen the extent of the draw down from the war. They might have blown through most of their contingency funds and perhaps more. Just a guess.

This is exactly the kind of nonsense that pre-clearance under the Voting Rights Act was intended scupper before it disadvantaged minority voters. But Chief Justice John Roberts famously torpedoed pre-clearance in 2013’s Shelby County v. Holder decision.

To bring it back to the fore, what made the decision truly unhinged from reality was that Section 5 already had a remedy built-in. If you consistently demonstrated that you weren’t passing racially-charged election shenanigans, you could petition to be removed from preclearance, something that happened with many jurisdictions over the years since the VRA had been passed. So there was no need to “fix” the VRA’s Section 5 in the first place.

The other alternative would be to put every district in all of the states under pre-clearance - completely equitable and scoops up the various red states that have decided to go full KKK/white supremacist in recent years and that weren’t originally included in the pre-clearance list.

In recent Congressional testimony I remember one military official saying they haven’t even started to assess the cost of rebuilding facilities Iran hit like the base in Saudi Arabia. Kick that can down the road until the war is over.
