Even if you take out “essential services” (which is still open to interpretation for pretty much anything except the ones he specified) his plan means that congress will be constantly going back and doing old business, stuff they debated and settled years before. It guarantees congress will become a backed up mess of pointless debates and procedural votes (err, more so.)
It’s another conservative self-fulfilling prophecy: “congress is broken. . . look how little they even get done.”

They don’t want to get rid of Social Security, they want to privatize it, turn all that juicy money into 401k’s invested on Wall Street, and keep the cap where it is.

Does this have the potential to roll back Trumps tax cuts too? I would pay more, but Trump would pay a lot more so I am fine with that aspect. Expanding on that, I bet he is going to have to start adding more exceptions to the point that it is totally diluted.
