Dig up the top x inches or feet of soil and move it to a place where it can be contained safely, as they do with many SuperFund sites. Easier said than done, of course. The most challenging part is where to dispose of the soil safely, and even how to transport the soil. (Those are the issues that have stalled for several years now the completion of a SuperFund clean-up near me.)
